Kinerja Pencairan Dinas PMD Lambat, DPRD Tuding Hambat Pembangunan

SRAGEN. Kabarsukowati. – Komisi I DPRD Sragen menuding kinerja lambat dari Dinas Pemberdayaan Masyarakat Desa (PMD) Kabupaten Sragen terkait pencairan Bantuan Keuangan (Bankeu) Provinisi Jateng untuk sarana prasarana pedesaan. Sehingga pembangunan yang ada di desa terhambat.

Ketua Komisi I DPRD Sragen Thohar Ahmadi sudah menerima penjelasan alasan dari Dinas PMD bahwa pihak desa kurang proaktif. Namun dia menilai hal itu tidak benar. ”Kurang proaktif itu karena sosialisasi dan koordinasi Dinas PMD dengan camat dan Desa yang perlu ditingkatkan,” tegasnya.

Pihaknya sudah menyampaikan lewat Pandangan Umum sidang Paripurna DPRD bahwa lambatnya pencairan karena lemahnya dalam peningkatan swadaya. ”Jadi masyarakat mau urunan itu ya nggak berani. Lha cairnya saja tidak tepat waktu,” tegasnya.

Apalagi saat ini sudah masuk pertengahan bulan Agustus. Sehingga karena lambannya kinerja dinas PMD Sragen, alhasil Banprov ini tidak tepat guna dan tidak bisa dimanfaatkan masyarakat. ”Kinerja PMD, camat dan Desa perlu sinkronisasi,” terang Thohar kemarin.

Pihaknya menuturkan perlu ada langkah yang bisa mempercepat pencairan. Sedangkan alasan tertunda pencairan akibat aplikasi Sibad yang diterapkan Pemprov tahun ini menunggu antrian tak lantas jadi alasan keterlambatan. ”Cuma alasan belaka, kalau kerjasama dengan baik tidak akan terjadi. Kalau bulan 8 prosentasi masih kecil pencairan ya lambat,” tegasnya.

Sementara Kepala Dinas PMD Kabupaten Sragen Pujiatmoko menyampaikan tahun sebelumnya sistem masih manual. Lantas Februari 2023 Pemprov menggunakan aplikasi Sibad. Aplikasi ini yang yang digunakan untuk input Bankeu. Aplikasi ini belum siap sehingga membuat keterlambatan.

”Misalnya kita sudah kirim 10 berkas, kalau 10 ini belum rampung verifikasi, mengirim selanjutnya berkas tidak bisa. Justru malah kesuwen,” terangnya.

Dia menuturkan ada persoalan sistem aplikasi tersebut. Pihaknya sudah berupaya ngoyak-oyak petugas yang mengampu wilayah Sragen. ”Sistemnya provinsi yang belum siap,” terangnya.

Pujiatmoko menerangkan ada 36 titik yang sudah cair. Sedangkan yang masih mengantri ada 112 titik. Sragen sendiri 679 titik total lokasi bankeu Pemdes untuk peningkatan sarana-prasarana pedesaan. ”Kalau sistemnya bagus, inputnya cepat sudah rampung,” ujar dia.(aza).
